The Residential Department is looking for a Vice President to oversee all service provisions for individuals enrolled in the CLA, ICF and DCF Group Home programs and market the services in an effort to encourage further program growth.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned
Provides supervision to the Senior Directors Provides supervision and direction to all levels of program management when on-call after business hours
Receives supervision from the Senior Vice President of Program Operations Completes annual staff evaluation for Senior Directors Supervises and trains Senior Directors and House Managers in management, program development, and planning skills through ongoing regular meetings and individual meetings
Acts as a liaison with other community agencies, funding sources, and other institutions for CLA and ICF programs
Ensures that each home is at full bed capacity by completing Notice of Opportunities, updating referral lists and coordinating the referral process
Ensures that the programs are in compliance with all applicable regulations and certification requirements (CARF, DPH, DDS, DCF, BOE) Conducts frequent, regular visits to program sites to ensure quality provision of services Promotes the integrity of people with disabilities into the most beneficial community based residential setting
Ensures all DDS Critical Incidents are submitted to DDS within 1 business day and follow-up forms within 5 business days
Ensures overnight spot checks are scheduled on a quarterly basis for 24/7 program sites
Ensures programs maintain compliance with service documentation requirements for billing purposes
Ensures WebResDay attendance is accurate, signed off and is consistent with supporting documentation for CLA individuals by the 5th of each month
Ensures that one time requests and actuals are submitted within designated time frame Communicates with the business office regarding client funds, program budgets, billing, and other related program financial matters
Establishes system and tracks data related to referrals, intakes and client satisfaction
Ensures that all Individual Service Plans meet applicable regulations and Marrakech policy guidelines
Conducts periodic physical plant walkthroughs at program sites to ensure cleanliness, repair completion and overall upkeep is maintained according to funding source requirements
Ensures that all programs operate within their budget Reviews staffing patterns to ensure that all programs are staffed properly according to agreed upon contract agreements between ICF/IID, DDS, and other funding sources
Oversees procedures to accurately account for the provision of supports to each program participant that includes but is not limited to information on attendance, the identified supports provided to the participant and the participant's progress in achieving his/her person-centered goals.
Is knowledgeable about individual and program budgets
Prepares program proposals for all new referrals in conjunction with Senior Vice President and/or Chief Business Officer Participates in activities such as resource fairs and special recruitment events in an effort to increase awareness about programs and services
Develops relationships with all current and potential referral sources (DDS, DCF, BOE, and private paying families) to increase new referrals and admissions to the program Is knowledgeable of current trends as it relates to individuals with disabilities and other service needs, and acts upon the new trends accordingly
Coordinates the referral and intake process for all referrals
Works with the funding source to ensure adequate services are being received by the individuals
Develops new policies and procedures, and develops systems of quality control and communication
Reviews and approves all requisitions for supplies/monies and consultants.
Develops relationships with other providers and funding sources and networks on new strategies and systems of program development
Assists the Senior Vice President of Program Operations as needed Provides resources and education for personnel to stay current in the field in order to demonstrate program strategies and interventions that are based on accepted evidence based practices
Attends team meetings when the management team requires this level of support Coordinates the development and implementation of proactive behavioral programs Addresses and resolves guardian/family/staffing issues
Ensures that the finances for individuals are properly maintained by monitoring client funds activities
Communicates with contracted nurses on medical policies and medical matters pertaining to individuals when appropriate
Ensures that all programs are staffed properly according to agreed upon contract agreements between DDS, DPH and other funding sources Ensures programs meet outcome standards, quality service review requirements, licensing regulations and applicable funding source requirements Promotes and embraces person centered supports by ensuring plans of service are based on the expressed interests, needs, hopes and dreams of persons served as well as their strengths and abilities in order to achieve desired outcomes.
Reviews and updates policy books, personnel outcome checklists and program handbooks annually.
Ensures individuals served are admitted or discharged in Therap within 24 hours of a program status change.

EDUCATION and/or EXPERIENCE:
QMRP or eligibility for that status. Master's degree in related field and two years related experience, or a Bachelor's degree with a minimum of five years of program management and supervisory experience. Supervisory. At least two years of experience working with people who have a developmental disability; or 9 years related combined education and experience.
