Summary

The VISN 1 CRH Telehealth Technology Program Manager (TTPM) supports the VISN 1 CRH under the guidance of Veteran Health Administration (VHA) which provides health care services to Veteran patients across the continuum of care in both institutional and non-institutional settings. The Telehealth Technology Program Manager also supports the location from which care is delivered, including but not limited to VA clinical locations and provider alternate worksites.

Responsibilities

Some duties may include:

  • Review proposals for adequacy and vendor ability to perform, and/or to monitor vendor performance in fulfilling contractual requirements for equipment and services
  • Develops, tracks, and disseminates outcome measures, including technical data and staff satisfaction measures related to telehealth technology and technical support to the CRH and their Spoke sites
  • Advises stakeholders including: VISN Executive Leadership, VISN Telehealth Managers/ Leads, VISN OIT and Healthcare Technology Management, and VISN 1 CRH staff members on procedures, process, methods or approaches in areas of short/long term strategic planning and development of telehealth technical services and programmatic support as it relates to the VISN 1 CRH.
  • Collaborates with CRH program leadership at VA Central Office, Regional, VISN and facility levels to explore, develop and deploy potential telehealth technical solutions to improve access to healthcare using the newest cutting-edge telehealth technologies for enhancement of current telehealth modalities for synchronous and asynchronous CRH programs.
  • Ensures telehealth technologies have a network-wide emergency and disaster contingency plan developed and in place which incorporates national, network and local standards for the CRH and collaborates to incorporate this plan into the VISN Emergency Management Policy.
  • Provides direct support in SME capacity to the National CRH program and National Telehealth Program Office and related committees for telehealth technologies to optimize educational opportunities for VISN 1 CRH staff.
  • Develops technical training and Quick Reference Guides for telehealth technologies and provides training to VISN 1 CRH and Spoke site telehealth end-users and technical support tiers.
  • Collaborates closely with Facility Telehealth Coordinators (FTCs) and Telehealth Clinical Technicians (TCTs) in order to coordinate VISN 1 CRH and CRH Spoke telehealth technologies and technical support activities and to disseminate best practices.
  • As the VISN 1 CRH Telehealth and Connected Care Subject Matter Expert (SME), is responsible for ensuring VISN 1 CRH telehealth technologies comply with VACO Telehealth Services Conditions of Participation and external (Joint Commission) accreditation processes and internal or external accrediting agencies standards.
  • Works to identify and correct any training deficiencies that are identified concerning telehealth technologies and/or processes in the VISN 1 CRH.
  • Provides consultant level support to the VISN Telehealth Program Managers and Facility Telehealth Coordinators to assure that best practices and successes in support of telehealth technologies are shared within the VISN network.
  • 1 Identifies the developmental, training and orientation needs for telehealth staff at the VISN 1 CRH and Spoke sites

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1 Identifies the developmental, training and orientation needs for telehealth staff at the VISN 1 CRH and Spoke sites. Works to identify and correct any training deficiencies that are identified concerning telehealth technologies and/or processes in the VISN 1 CRH. Collaborates closely with Facility Telehealth Coordinators (FTCs) and Telehealth Clinical Technicians (TCTs) in order to coordinate VISN 1 CRH and CRH Spoke telehealth technologies and technical support activities and to disseminate best practices. 7 Provides direct support in SME capacity to the National CRH program and National Telehealth Program Office and related committees for telehealth technologies to optimize educational opportunities for VISN 1 CRH staff.   • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or, three (3) full years of progressively higher level graduate education leading to such a degree or, LL.M., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is primarily sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, etc. Fieldwork may involve travel for training activities, attendance at meetings and conferences, and equipment maintenance, installation, and solutions.

Working Environment: The work is usually performed in an office environment, meeting rooms or similar settings. Travel involves the normal risks and discomforts of automobile, bus, rail or air transportation. This position is eligible for Ad-Hoc tele work.

Customer Service: Addresses the needs of customers while supporting the VHA, VISN, and CRH missions. Provides technical support to CRH telehealth staff customers to provide efficient and effective service delivery. Consistently communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.
