Summary This position is located within the Cooperative Studies Program Coordinating Center (CSPCC) of the Research Service at the VA Connecticut Healthcare System in West Haven, CT. Working under the direction of a Senior Biostatistician, this person in this position serves as a consultant and advisor to study related matters. Responsibilities Major duties and responsibilities include: Works closely with the principal proponent(s) and the Planning Committee to develop successful study protocols for the clinical trial proposals Provides advice on study design, sample size estimation, appropriate data analysis techniques, protocol requirements, data collection and management processes, etc. Producing, submitting, and presenting the protocol to the CSP Scientific Evaluation Committee (CSSEC) Coordinates and oversees any protocol changes, the development of a study operations manual, and the design and development of case report forms Steers numerous research study groups and committees Develops case report forms and data management procedures, in conjunction with the study statistical programmer and research associates Performs interim and final statistical analyses, ensuring the quality of collected research data Analyzes information, and recognizes significant factors, relationships, and trends Prepares cross tabulations or frequency listings of selected variables to assess the validity of data Provides pertinent interim reports, data analysis, and performs/oversees data processing activities Plays a key role in drafting and coordinating the submission of primary and secondary publications resulting from analyses Serves as a liaison for numerous aspects of clinical trial(s) including administrative and quality issues. Consulta on study-related matters, working closely with study chairperson(s), investigators, coordinators, study committee members, study teams, and upper management Facilitates and drafts responses to inquiries Modifies existing statistical methods or develops new statistical methods Compiles and reviews existing literature to be used as background information for further research activities/studies Prepares parts of internal/evidence documentation Attends approved professional statistical or clinical meetings for professional development or to present study-related research results Performs other duties as assigned Work Schedule: Monday through Friday, 8:00am to 4:30pm Recruitment & Relocation Incentives: Not authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications All applicants must meet the BASIC REQUIREMENT: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. - OR - Combination of education and experience: courses as shown in "1" above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. * NOTE: You must submit copies of transcripts at the time of application. Display copies of degrees or course listings do not provide the information needed. - AND - In order to meet the minimum qualifications for this position at the GS- 11 level, you must also meet one of the following: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience, equivalent to at least the next lower grade level (GS-9) in the Federal service, that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this Statistician (Medicine), and that is in or related to the work of this position. Specialized experience is experience applying comprehensive knowledge of statistical theory and methodology to conduct complex statistical analyses; analyzing large databases; and utilizing statistical software packages to perform computer analysis of statistical data and findings. Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR- EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, which provides the knowledge, skills, and abilities necessary to do the work of this Statistician (Medicine). Additional Information Physical Requirements: The work of this position is primarily sedentary; however, the work does require the ability to travel. Travel can occasionally be frequent depending on studies and timing of events. Effective in person and written communication are essential to present (a) protocols for scientific review (b) study procedures and updates at study-related meetings, (c) scientific results, (d) participate in study team meetings and (e) participate in Cooperative Studies Program management, general staff meetings, and quality management meetings and quality audits. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
